Brand new user - what can I do to get a tighter sleeve experience? Wondering if I have a setting wrong. Still trying to figure these controls out.

If this is for the Vacuglide 2, try putting a quarter twist (or more/less depending on preferences) in the sleeve inside the receiver prior to putting on the cap. That’s one way and works relatively well. Good luck.
I am also a new user and had read that using the shortest stroke length was easier to adjust so I changed it to that and then I realised that made the sleeve only squeeze as the very top. I changed it back to longer strokes and now it squeezes all the way down and feels 100x better.

That is a great observation. We have done a lot of experimentation on the airflow dynamics of how to make the squeezing occur at a particular location along the sleeve, so I’m glad you found this.
